The Women's Development Program has a rural focus. As modernisation is taking place, more and more village institutions are being declared municipalities of late. For the most part, the new municipalities have a considerable rural area, though. Thus the target area of the programme includes all village institutions and also municipalities other than metropolitan cities, sub-metropolitan cities and the like.
