As per the directives of the Ministry of Women, Children and Social Welfare, the Department of Women and Children performs its functions through a network of district-based offices.
The role of the Women and Children Office in the district is as follows:
- direct community-level social mobilisation in favour of women's empowerment;
- facilitation of gender and child rights mainstreaming in the decentralized development process; and
- focal-agency services in respect of children and also senior citizens, persons with disability as well as non-governmental organizations.
In the interest of empowerment, village-level activities are carried out through women's co-operatives or pre-co-operative groups. At district level, activities, such as operating a rehabilitation centre, are implemented in partnership with specialized social organisations.
